The Philippines is among the most climate-vulnerable countries, making effective climate finance essential. Through the SupportCCC II project, the Climate Change Commission (CCC) and partners strengthened the Climate Change Expenditure Tagging (CCET) system to guide the implementation of the National Climate Change Action Plan (NCCAP). To ensure wider compliance, there was a need for clear, accessible, and inclusive communication materials.
ASSIST produced three IEC videos—covering the national CCET process, local CCET process, and a teaser video—to explain procedures in a clear and engaging way. To maximize inclusivity, all outputs featured Filipino and Bisaya subtitles as well as Filipino Sign Language (FSL) interpretation. These videos were designed both as practical information tools for system participants and as social marketing assets to support the CCC’s drive for stronger CCET compliance.
The videos effectively simplified the CCET process, making it easier for stakeholders at both national and local levels to understand and apply best practices. By combining clear visuals with inclusive features, the materials not only improved orientation and awareness but also strengthened compliance and participation in climate expenditure tagging. Our intervention contributed to advancing the Philippines’ climate finance systems and reinforced national action towards climate resilience.
